Competency of the Mayor

(1) The Mayor:
1. Present and represent of Municipality;
2. Control of legality over the canons of the Council;
3. Publishing of canons from the Council Official Herald;
4. Providing a pursuance of decrees from Council,
5. Providing a pursuance of laboures which are legally delegated to the Municipality;
6. Inicination and suggestion of canons which are in competence of the Council;
7. Suggestion of Municipality's year budget and year account of budget;
8. Pursuance of Municipality's budget;
9. Select directors of public services which are found by the Municipality, true public insertion;
10. Constantly informing of Council for the accomplishing of his competence considering the Statute;
11. Resolving in administration for wrights, obligations and interests of legal and physical persons, considering the law;
12. Adjudicate regulations for systematization of employment in municipality administration;
13. Managing with municipality administration;
14. Setlles for employment , wrights, duties and responsibilities of employed in municipality administration,if the law doesn’t qualify other responsibilities.
15. Secures properly and legally using , keeping and protection of municipality property,considering the law and the Statute and
16. Provides other labour affirmed with a law and Statute.
(2) The Mayor can authorized managing officer of Municipality that will lead the process and solves in administrative works ,as signing acts.

(1) If the Mayor considers that the Council canon is not in according with Constitution and law , his obligation is in a period of seven days to deliver a decree that will waylay its publishing, and explain the rezones of the same.
(2) The Council is obligate in period of 15 days from the day of publishing the decree, from stance 1 of this member,to examine the decree and decide for the same.
(3) If the Council affirm the canon, the Mayor has obligations to publish it and in the same time to apply initiative for originate a process of valuing the constitution and legality of dispute canon in front of the Constitution court of Republic of Macedonia.
(4) For initiative from stance 3 of this member Mayor has an obligation to inform the Ministry competed for providing of works in local selfgovrmant .
