Competency of the Council

(1) The Council:
1. Promulgate the Statute of the Municipality and other canons;
2. Promulgate the Budget of Municipality and year account of Municipality;
3. Affirms the level of property sources for income in financing the Municipality,in a frame affirmed with a law;
4. Found a public services in a frame of Municipalities competence, ?nd exert supervision of there work;
5. Nominate members of administration board in public services, which are found by the Municipality;
6. Espousal programs for working and financial plans for financing of the public services, which are found by the Municipality;
7. Espousal of reports for ?complishing the budget and year account of Municipality;
8. Decides in issue of licence for exert in function of public interest with local meaning, according the law;
9. Espousal of reports for working and year account of public services , which are found by the Municipality;
10. Decides for the way of disposal with properties of the Municipality;
11. Decides for the way of exerting the financial control of Municipalities budget, accourding the law;
12. Selectes the person that will managing with district of Ministry for internal work in Municipality, according the law;
13. Contemplate and espousal of year report for public security of distric unit in the Municipality, which is delivered to the Ministry for internal work and public attrney;
14. Can gives recomandation to managing person on district unit of Ministry for internal work in area of public security and traffic security and
15. Exert other works affirmed with the law.
(2) If the Council doesn’t espousal the reports of stance (1) item (7) and (9) of this member, can start a process for control over material and financial working in front of the competend organ for supervision.
(3) Managing person from stance (1) item 12 of this member is choosed if he is elected by majority of the Counciles in the Municipalities , which are in district unit of Ministry for internal work.
