Shapes of participation of citizens
|
(1)
Citizens can participate in deciding for question
of local meaning true citizens initiative, meetings
of citizens and referendum in a way and process
according the law.
(2) Expencess
for providing participation of the citizens
in deciding is on Municipalities budget.

Citizens initiative
|
(1)
Citizens have right to suggestions in the Council
for bringing precise act or to decide in precise
question of its competence.
(2) Citizens
initiative can not be apply for k???????? and
financial questions.
(3) For suggestion
of stance (1) of this member, the Council has
obligation to discus if its supported by 10%
of electors from the Municipality, local self
government that is object of this specific question.
(4) For discus
from stance (3) of this member, the Council
is obligated to perform in a period of 90 days
after delivered initiative to inform the citizens
of there decision.

Meeting of citizens
|
(1)
Meeting of citizens can be invited on a district
of all Municipality or in a district of local
self government.
(2) Meeting
of citizens can be invited by the Mayor with
his own initiative, from citizens asking of
the same, from the Council and at least 10%
of electors in the Municipality, or local self
government that is consider in precise question.
(3) Organs
of the Municipality are obligated in a period
of 90 days to contemplate the conclusions delivered
on meetings of the citizens and take the decisions
in consider when they will bring measures for
that question and to inform the citizens for
the decision.

Citizens true referendum can decides about questions
of Municipality competence, and other questions
from local meaning.
(2) The Council
is obligated to support the Referendum at asking
of at least 20% of electors from the Municipality.
(3) The Council
can support the Referendum for questions of
his competence, by its own initiative.
(4) The decision
that is promulgate at the Referendum is obligated
to the Council.

Petition and suggestion

(1)
Every citizen has a right , separtly or together
with the others to deliver petition and suggestion
for the work of the organs in the Municipality
and municipality administration.
(2) The Mayor
is obligated to:
- create a conditions for delivering of the
petitions and suggestions
- in a period of 60 days, from the day of exception
of petition, actually suggestions, to deliver
an answer to applier - petitions and suggestions
which are not in competence of the Municipality
should be delivered to a competence organ and
informing the applier of the same.

Public tribune, inquiry and suggestions

When the canons
of the Municipality are in preparation , the
Council, respectively Mayor can organized a
public tribune , provide an inquiry or ask for
suggestions from the citizens.
